IMO, both of you are partially right.It is not completely wrong to use "receive new patients". However, when doctors "receive new patients" they can also refuse to treat them whereas "accepting new patients" means doctors are willingly ready to receive new patients and treat them. Just my 2 cents.

I didn't say "receive new patient" is wrong. I only said it's different from "accept new patient". And when you ask 医生收不收新病人, it's definitely "accept", not "receive".
