hmmm, not really. carry the ball----负责全局 carry the ball 本意是带球跑的人,球到哪里,大家自然跟到那里,所以引申为领导,担当要职的的意思。但是hold the hot potato 是“拿着烫手的山芋”, 是指遇到很棘手的问题吧。

Yup,it should be”looks”. But in English it doesn’t always follow Subject-and-Verb-Agreement.Eg: Ten minutes is not too long.
Two pounds is really cheap.
Here we consider time and money as singular forms, therefore we use “is” instead of “are”. But actually “ten minutes” and “two pounds” are plural forms.

You are right in a sense that grammar is a result of convention. Actually your 2 exmaples can be understood as "the period of ten minutes" and "the amount of 2 pounds"....but again,language is all about convention,if most people recognize the usage, there will be no problem.
